The Russian Callsign system underwent a major revision in 2010. The changes were effective from 2010-01-23, so far as I can ascertain. This is the date used by Club Log.

The new system is documented in several places. Here are two useful sites:

Kaliningrad Ukraine
Note that some old Kaliningrad callsigns, which do not conform to the new system,have been retained.
Club Log maps these as exceptions, these are listed below.
Similarly, although Ukraine callsigns are not covered by the new system,
some legacy Ukraine calls still exist with the U5 prefix, which is now used for European Russia.
However, as of late January, 2012, RA3AUU advises that no U5 callsigns had been issued for Russian stations.
